When considering the entire process of new product/idea development from concept to customer, where things go after the original Basis of Interest is critical. Ideas are very much like seeds, in fertile ground they produce a great harvest, in the wrong environment they could die before reaching maturity.

I agree, even if you weed out the the worst ideas and focus on those with true potential you still need to “incubate” or protect them from the elements (traditional corporate culture) until they have gathered some strength. We like to joke that many companies are actually a hostile environment for innovation and new ideas and its not far from the truth. Existing products and services can handle things that might kill off a new idea if the same corporate rules are applied too early. Innovation often needs a fertile and protected ground in order to put down roots.
